Binance exchange has lifted some restrictions for residents of the Russian Federation

Customers will be able to make deposits via Visa, MasterCard and other cards issued in Russia. Deposits can be made in roubles, tenge, Turkish lira, British pound, euros, etc., though with the exception of US dollars.

However, you can do it not directly, but through a QIWI payment provider. The fee is 1.2% of the deposit amount.
